There is a bug that the NPC does not give you the initial hoe; and therefore, it does not count you as having completed the first mission.

It didn't happen with, there was a problem with stone hoe Quest but when I did relogin it was fixed, if it tells you are not having enough level but actually u have then just level up once that may fix it.
