I can't apply for Staff!

Hi, i have been trying to become staff member for quite a while now and i can't apply because when i try to, it says that
i don't have permission to view or perform action on that page!

And i am posting this because i need your help *OBVIOUSLY* and if you can help me i would be VERY THANKFUL!
