Radius of spawners activating
According to wiki, you have to be within a 16 block radius for the spawner to work. -

I think it has to do with your render distance. I am not sure tho, I cant give you a sure answer. I will search it up and tell you -
Cactus Farm (Chunk Load)
When you unload the chunk, the farm stops working. Just get an alt to afk there.
